Während der späten Edo-Zeit fürchteten selbst die gewalttätigsten Verbrecher einen Mann: Hasegawa Heizou, auch „Oni no Heizou“ (dt.: „Dämon Heizou“) genannt, der das Amt des Hizuke Touzoku Aratamekata bekleidete, eines ursprünglich aus dem Heer des Shogunats ernannten Sonderpolizeibeamten, der in und um Edo, aber auch in anderen Provinzen umfassende Befugnisse besaß, um Verbrecher zu verfolgen und festzusetzen. Heizou war jedoch nicht der strenge, seiner Arbeit allein treue Man seines Rufes; selbst er erbarmte sich beizeiten denen, die eine Übeltat begangen hatten. Was Heizou jedoch nicht tolerieren konnte war Grausamkeit. Jenen, die die „drei Diebes-Gebote“ (Nusubito Sankajou) ‒ nicht töten, vergewaltigen oder den finanziellen Untergang des Leidtragenden in Kauf nehmend stehlen ‒ missachteten und sich vom Pfad des Menschen abwandten, konnte er nicht vergeben …
